Address by The Economic Policy Committee within

The Verkhovna Rada of Ukraine to The President of Ukraine,

Cabinet of Ministers of Ukraine, and People´s Deputies of Ukraine

 

 

The Economic Policy Committee within The Verkhovna Rada of Ukraine, at its meeting on 20 February 2009, deliberated on 10 Bills, including the Draft Law on the Administration of State Property necessary for the operation of The President of Ukraine (Reg.No.1445 of 28.01.08), introduced by The President of Ukraine; proposals by The President of Ukraine to the Law ‘On Amendments of Clause 30 of the Law of Ukraine ‘On Privatisation of State Property´ appertaining to a guarantee payment (pledge) in the event that the plaintiff appeals to the Court for suspension in the privatization of facilities or share packages´ (Reg. No. 0869 of 23.11.07); and also upheld at the Second Reading eight transitional Bills which were adopted by The Verkhovna Rada of Ukraine of the 5th Convocation at the First Reading as a basis for further deliberations and passed on for consideration of The Verkhovna Rada of Ukraine of the 6th Convocation.

 

It should be noted that all of the Bills considered by the Committee aim to regulate and enhance certain economic relations between business entities and the State, and contribute to a better investment climate in Ukraine.

 

Earlier, the Committee took decisions on Bills introduced by The President of Ukraine, designated by him as urgent, and among them the Draft Law of Ukraine on Amendments to several Legislative Acts of Ukraine (appertaining to State regulation of Natural Monopolies) (Reg. No.1315 dd.10.01.2008), with a resolution for it to be adopted at the First Reading. The Committee also upheld, and recommended for approval, the Programme presented by The Cabinet of Minister of Ukraine, 'Ukrainian Breakthrough: For the Benefit of the People, not the Politicians', together with a number of other important issues remitted by The President of Ukraine and The Cabinet of Ministers of Ukraine.

 

However, the Committee believes that the successful, effective and productive operation of the Committee is only possible through close cooperation with The President of Ukraine, The Cabinet of Ministers of Ukraine, and The People´s Deputies of Ukraine Committee Members. It should be mentioned here that the Committee views its priorities, with regard to its undertakings, lying in the elaboration on the most significant legislative initiatives, as suggested by The President of Ukraine, The Cabinet of Ministers and The People´s Deputies of Ukraine. These are appertaining to improving the legal foundation for the operation of Natural Monopolies - Draft Law of Ukraine on Amendments to several Legislative Acts of Ukraine, appertaining to State Regulation of Natural Monopolies (Reg. No.1315 dd. 10.01.2008), introduced as urgent by The President of Ukraine; improving State Policy in the area of privatisation, property, State property administration, operation of the State Administrative Department within the Ukrainian Presidency, control of Public Procurements, economic competition, Anti-Monopoly Policy, external economic and investment activities, etc.

 

 

As there are more than 50 such significant Bills under consideration in the Committee, the Economic Policy Committee calls for The President of Ukraine and The Cabinet of Ministers of Ukraine to organise a consolidated effort as to the Bills, in the relevant areas of the economy. As

 a tool for the realisation of such an approach, we suggest the expeditious setting up of Joint Task Forces, charged with finalizing the above Bills by the People´s Deputies of Ukraine Economic Policy Committee Members, and representatives designated by The President of Ukraine and The Cabinet of Ministers of Ukraine.
